Accounting Specialist

The Ontario Arts Council (OAC) requires an experienced accounting professional to provide comprehensive financial support in the areas of payroll and accounts payable administration and reporting, and financial management system administration and maintenance.

Key Responsibilities:

• Administer the full life-cycle of accounts payable processing and ensure proper financial internal controls, such as reviewing and verifying invoices, expense claims and grant award payments for propriety, completeness, accuracy and compliance with OAC policies and government regulations, and prepare and distribute accounts payable and grant cheques and confirm cheque payments with various banks as required.
• Responsible for OAC payroll preparation and submission and effective financial internal controls, includes the review and entering of contract staff hours, preparing the gross pay control worksheet and reconciling to payroll output register, matching employee payroll records to payments and changes issued, analyzing payroll registers, and documenting proper payroll approvals.
• Update and maintain the financial system and grants database/system for all budgets and budget transfers, vendors, new offices, program and account codes set up, and coding and posting cash receipts and journal entries.
• Maintain financial security by understanding OAC risk management structure, and keep proper records and documents.
• Investigate issues in the reconciling of payroll and other balance sheet accounts, revenue and expense accounts and outstanding grant payments.
• Prepare cash flow analysis and supports cash flow forecasting.
• Process bank deposits, bank transfers, and foreign payments and work with the bank to develop effective payment controls and resolve any issues related to outstanding cheques.
• Provide new OAC staff with training and documentation on relevant finance procedures.

Key Qualifications:

• 5 years’ experience in accounting, accounts payable and payroll processing.
• College diploma in accounting, bookkeeping, accounts payable or payroll administration.
• Completed or currently enrolled in a certified accounting program, designation not required.
• Strong knowledge in accounting, financial reporting and financial controls.
• Proficiency in computerized accounting systems (preferably Ceridian InSync and GreatPlains Dynamics).
• Strong working knowledge of Microsoft Office, especially Excel.
• Strong ability to co-ordinate own workload and work effectively under deadline pressures.
• Accuracy, thoroughness, and attention to detail.
• Sound interpersonal skills, tact and diplomacy in dealing with a diverse staff and public.
• Advanced verbal and written communication skills in English, knowledge of French an asset.
• Flexibility, cooperativeness and dependability.
• Trustworthiness and ability to maintain confidentiality in dealing with sensitive personal financial information.
• Ability to work overtime on occasion to deal with high volume periods throughout the year.
